MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />AUGUST l, 1988 <br /> <br />At 2:05 p,m,, the Assistant Clerk of the Council called the regular <br />meeting of the Santa Aha City Council to order in Room 423, City Hall, <br />20 Civic Center Plaza, Santa Aha. Since there were no Councilmembers <br />present to respond to the call of the roll, the Assistant Clerk declared <br />the meeting adjourned to 4:00 p.m. in Room 423. <br /> <br />The meeting was called to order at 4:22 p.m. in Room 423 by Mayor Dan <br />Young. CouncilmemDers present were Oohn Acosta, Ron May, Patricia A. <br />McGuigan, and Mayor Young. Also present were City Manager David N. Ream, <br />City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Counctlmember Miguel A. Pulido Joined the meeting at 4:25 p.m. <br />Councilmembers Daniel E. Grtset and Wilson B. Hart were absent. <br /> <br />COUNCZL STUDY SESSION <br /> <br />PROPOSED CHARTER AND SANTA ANA MUNICIPAL CODE AMENDMENTS <br /> <br />The Mayor asked if the Councilmembers wished to make any changes to the <br />proposed Charter and Santa Aha Municipal Code amendments which had been <br />prepared by the City Attorney. <br /> <br />Vice Mayor McGuigan suggested the Council might wish to reduce the <br />residency requirements for appointments to vacancies on the City Council <br />from a year to the same length of time required for residency of <br />candidates. <br /> <br />Councilmember Acosta expressed the opinion that a longer residency <br />requirement encouraged a better understanding of the needs of a ward, and <br />was to be preferred in an appointment process. <br /> <br />By the unanimous informal consent of the Council, Item No. 60.A. <br />pertaining to the proposed Charter amendments for the November ballot was <br />deferred to the Evening Session {See Minutes page 245). <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar Items. <br /> <br />RECESSED - 4:38 P.M. <br /> <br />RECONVENED IN COUNCIL CHAJ4BERS - 4:47 P.H - All Counctlmembers present <br />except Councllmem~ers Grlset and Hart. <br /> <br />CITY COUNCIL MINUTES 233 AUGUST l, 1988 <br /> <br /> <br />
