MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SAN?A AJ4A, CALIFORNIA <br /> <br />SEPTEMBER 6, 1988 <br /> <br />At 2:05 p.m., the Assistant Clerk of the Council called the regular <br />meeting of the Santa Ana City Council to order in Room 423, City Hall, <br />20 Civic Center Plaza, Santa Ana. Since no CouncilmAmbers were present to <br />respond to the call of the roll, the Assistant Clerk declared the meeting <br />adjourned to 4:00 p.m. in Room 423. <br /> <br />The meeting was called to order at 4:15 p.m. in Room 423 by Mayor Dan <br />Young. CouncilmemDers present were John Acosta, Ron May, Patricia A. <br />McGuigan, and Mayor Young. Also present were City Manager David N. Ream, <br />City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmembers Wilson B. Hart and Miguel A. Pulido joined the meeting at <br />4:18 p.m. Councilmember Daniel E. Griset joined the meeting at 4:27 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />VOLUNTARY WATER CONSERVATION (AGENDA ITEM 35.B.) <br /> <br />David Grosse, Executive Director, Public Works Agency, introduced Jim <br />Ross, Construction Services Manager, who provided a brief report to the <br />Council regarding a proposed program of Voluntary Water Conservation to <br />alleviate the impact of the current two-year drought in California. Ross <br />indicated that the Metropolitan Water District had requested that water <br />suppliers inform their customers concerning the need and ways to save <br />water, and had provided the City with 40,000 "Drought Kits" designed to <br />educate consumers regarding water conservation. He explained the drought <br />kits would be distributed through the school system, at a booth during <br />Golden City Days, and customers informed of their availability through the <br />water billing system. <br /> <br />FIRE DEPARTMENT EMERGENCY PLAN (AGENDA ITEM 19.B.) <br /> <br />Fire Chief Bud Carter reported to the Council that the City's Emergency <br />Plan was being updated to bring Santa Aha into compliance with Federal <br />regulations, and that the document's effectiveness would be tested through <br />a drill in November, 1989. Sharon Frank, Emergency Management <br />Coordinator, briefly reviewed the process that would be used to combat <br />emergencies and informed Councilmembers of their role in a disaster, <br />explaining the Council's responsibility would be to proclaim the existence <br />of a disaster, request a declaration of emergency status from the Governor <br />and the President if necessary, and to review the situation a minimum of <br />every 14 days. <br /> <br />Vice Mayor McGutgan complimented staff on the completeness of the <br />emergency preparedness document. <br /> <br />CITY COUNCIL MINUTES 267 SEPTEMBER 6, 1988 <br /> <br /> <br />
