MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA AHA, CALIFORNIA <br /> <br />NOVEMBER 21, 1988 <br /> <br />The meeting was Called to order at 4:09 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron M~y, Patricia A. McGuigan, Miguel A. Pulido and M~or <br />Young. Also present were City Manager David N. Ream, City Attorney Edward <br />J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmembers Daniel E. Griset and Wilson B. Hart joined the meeting at <br />4:30 p.m., and $:02 p.m. respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />CABLE TELEVISION ADVISORY BOARD EDUCATION PLAN <br /> <br />Mitch Davis, Chair of the Community Cable Citizens Board, advised the <br />Council of a consumer education plan being developed by the Cable Board to <br />provide information regarding Board activities and cable service issues. <br />He indicated a three-prong approach would be used to provide assistance to <br />cable subscribers in Santa Ana through text messages on KCTY Cable Channel <br />3, provision of complaint forms to cable consumers, and the encourage~nt <br />of increased public participation at Cable Board meetings. <br /> <br />Councilmembers discussed various aspects of the program; the Mayor <br />expressed his support for the proposed education plan. <br /> <br />ORANGE COUNTY TRANSPORTATION COMMISSION 20-YEAR PLAN <br /> <br />The City Manager indicated that the scheduled presentation on the <br />Transportation Commission 20-Year Plan would be deferred until the end of <br />February to allow for more thorough preparation. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar items. <br /> <br />In response to Councilmember Acosta's concerns regarding Item Nos. 2.B. <br />and 2.C., staf~ agreed to review the g?graphi, c distribution of trees <br />scheduled for trimming, so as to minimize t~e4number of trips by a <br />contractor to the trimming area, thus reducing costs. <br /> <br />As clarified by the City Attorney, Councilmember Acosta expressed his <br />intention to abstain on Item 3.H. due to a conflict of interest, since the <br />scheduled award was to a firm which provided income to him. <br /> <br />Vice Mayor McGuigan expressed her intention to vote "No" on Item 12.C. <br />stating that she was not opposed to the firm being awarded the bid, but to <br />the proposed Lighting and Landscaping Assessment District. <br /> <br />CITY COUNCIL MINUTES 326 NOVEMBER 21, 1988 <br /> <br /> <br />
