MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />DECEMBER 5, 1988 <br /> <br />At 4:00 p.m., the Assistant Clerk of the Council called the meeting to <br />order in Room 423, City Hall, 20 Civic Center Plaza.
