<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />FEBRUARY 21, 2006 <br /> <br />TITLE: <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />AGREEMENT FOR JOB APPLICANT <br />TRACKING SYSTEM <br /> <br />(2J1J 12< <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Sigma Data Systems for <br />the purchase and installation of a new Applicant Management Tracking <br />System in the Personnel Services Department in an amount not to exceed <br />$25,000. <br /> <br />DISCUSSION <br /> <br />The Personnel Services Department has been using a DOS-based job applicant <br />tracking system since 1986 to support routine applicant tracking, <br />processing, and notification operations involved in recruiting, screening, <br />examining, statistical analysis and certification of applicants for City <br />employment. The system has been instrumental in allowing the Personnel <br />Services Department to efficiently conduct over 300 examinations and carry <br />out more than 100 recruitments per year. Over the years, however, the <br />application has not been able to utilize many of the applicant tracking <br />enhancements developed by the software vendor, Sigma Data Systems, because <br />the enhancements are Windows-based; in fact the vendor will no longer <br />support the DOS-based version after June 30, 2006. Additionally, and for <br />the same reason, the current application cannot interact with or integrate <br />information from other systems, resulting in duplication of effort and <br />increased likelihood of errors in applicant tracking and information <br />processing. <br /> <br />As a result, the Personnel Services Department proposes to upgrade its <br />current DOS-based system with a new Windows-based applicant tracking <br />system. Sigma Data Systems is the sole source for this product and <br />support services: it is the industry leader in providing public sector <br />software that/enables valid, reliable, and defensible personnel selection <br />practices.
