HXNUTES OF THE REGULAR MEETXNG <br />OF TIlE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />JANUARY 3, 1989 <br /> <br />The meeting was called to order at 4:27 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Daniel E. Griset, Ron May, Patricia A. McGuigan, and Miguel <br />A. Pulido. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />COUNCIL STUDY SESSION <br /> <br />ORANGE COUNTY TRANSPORTATION COMMISSION 20-YEAR PLAN <br /> <br />Mayor Young briefly reviewed efforts pursued since 1984 by City officials <br />in Orange County to solve the county's growing transportation problems. <br />He indicated cities and various agencies within the County were again <br />considering the imposition of an additional sales tax for transportation <br />purposes, but that before such a proposal were to be submitted to the <br />voters the projects to be funded must be specified, and a majority of the <br />cities representing a majority of the population in agreement to placing <br />the issue on the ballot. <br /> <br />Stan Oftelie, Director, Orange County Transportation Commission, outlined <br />the reasons for the short fall in transportation dollars, and enumerated <br />the factors perceived by the Commission to be essential to voter approval <br />of additional transportation funds. Oftelie outlined the schedule for <br />placement of the issue on the ballot, and responded to Councilmembers' <br />questions. <br /> <br />Joyce Amerson, Michael Betts, and Kim Schultz, of the Transportation staff <br />and David Grosse, Executive Director, Public Works Agency reviewed the <br />City's priority transportation projects proposed for inclusion in the. <br />Commission's 20-Year Plan. <br /> <br />The Mayor requested Councilmembers review the Plan, and advise the staff <br />of any specific projects which should be included. Councilmember McGuigan <br />specifically requested that the improvement of MacFadden between Harbor <br />Blvd. and Euclid be designated a priority project by Santa Ana. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar Items. <br /> <br />RECESSED - 5:45 P.M. <br /> <br />CITY COUNCIL MINUTES 1 JANUARY 3, lgSg <br /> <br /> <br />
