CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />November 22, 2005 <br /> <br />CALL TO ORDER <br />The meeting was called to order at 5:36 p.m. in Training Room 1602, City Hall Ross Annex. <br />ATTENDANCE <br />The following Councilmembers were present: Lisa Bist and Alberta Christy <br />Absent: Carlos Bustamante <br />Staff present were: Stephen Harding, Deputy City Manager/Development Services; Jay <br />Trevino, Executive Director Planning and Building Agency; Kenneth Adams, Assistant <br />Director Planning and Building Agency; Kylee Otto, Assistant City Attorney; Bruce Dunams, <br />Community Preservation Manager; and Estella Rodarte, Senior Community Preservation <br />Inspector. <br />AGENDA ITEMS <br />APPROVAL OF MINUTES -OCTOBER 25, 2005 MEETING <br />Approved by a vote of 2:0 (Bustamante absent) <br />2. SHOPPING CART ORDINANCE DISCUSSION -Continued to January meeting. <br />3. STREET CURB ADDRESS PAINTING -Continued to January meeting. <br />4. GPS TRACKING SYSTEM FOR MOBILE VENDORS -Issue tabled for the time <br />being. <br />5. PRE-SALE ORDINANCE <br />Bruce Dunams provided a review of the status of the pre-sale ordinance to date. He <br />indicated that staff was reviewing existing ordinances of other communities, updating <br />the survey matrix of those cities and preparing an agenda for the proposed meeting <br />with the East Orange County Board of Realtors. <br />Jay Trevino indicated that staff may recommend a full inspection program designed <br />the meeting the city's primary responsibility of the health and welfare of the <br />neighborhood communities. He indicated that staff would evaluate a number of <br />alternate proposals to address the costs/fees associated with such a proposed <br />ordinance. He also added that staff would review the amnesty construction permit <br />fee program of the city of Anaheim to see whether it would be desirable in the <br />context of a pre-sale inspection ordinance. <br />13B-3 <br />
