MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />APRIL 3, 1989 <br /> <br />The meeting was called to order at 4:15 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron May, and Patricia A. McGuigan. Also present were City <br />Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the <br />Council Janice C. Guy. <br /> <br />Councilmembers Miguel A. Pulido and Daniel E. Griset joined the meeting at <br />7:03 p.m. and 8:05 p.m., respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />Police Chief Paul Walters announced that a suspect had been arrested in <br />the homicide of Santa Aha schoolgirl Nadia Puente. <br /> <br />1989-90 BUDGET UPDATE <br /> <br />Deputy City Manager Jan Perkins reviewed revenue and expenditure trends <br />over the past several years. She informed Council that current financial <br />data indicate a 4.89% increase in general fund revenues and a 7.58% <br />increase in general fund expenditures for fiscal year 1989-90, and pointed <br />out labor costs have been increasing at a faster rate than revenues. She <br />also described alternative approaches to increasing revenues in the past <br />two years. Perkins indicated that departmental budget presentations to <br />Council would begin soon. <br /> <br />The City Manager responded to questions related to the budget presentation. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar items. <br /> <br />RECESSED - 4:50 P.M. <br /> <br />RECONVENED - COUNCIL CHAMBERS - 5:04 P.M. - All <br />except Councilmembers Griset and Pulido. <br /> <br />Councilmembers present <br /> <br />CITY COUNCIL MINUTES 81 <br /> <br />APRIL 3, <br /> <br />1989 <br /> <br /> <br />
