Councilmember May requested staff place on the May 15 Council agenda the <br />proposal for a 4-10 work schedule for the Santa Ana Police Department. <br />The City Attorney indicated the Council could not act on such a proposal <br />without meeting and confering with the Police Association; the City <br />Manager requested time for staff to cost out the proposal. Mayor Young <br />requested staff include this proposal and various alternatives and their <br />related costs in the current budget process. <br /> <br />Mayor Pro Tem Acosta expressed concern wi th vagrancy in the area of Third <br />and Garfield to which Police Chief Walters responded. Mayor Pro Tem <br />Acosta requested a copy of the portions of the Municipal Code relating to <br />panhandling. <br /> <br />Mayor Pro Tem Acosta also requested feedback from the Council on the <br />possible hiring of Council administrative aides and requested staff to <br />prepare cost alternatives for such positions on a part-time basis. <br /> <br />Councilmember Norton acknowledged receipt of information he had requested <br />from the Fire Chief at the meeting of April 17, 1989. He also requested <br />staff provide him with the City's current policy with respect to nepotism. <br /> <br />Councilmember Pulido advised staff that current information was available <br />on the use of Council aides from the City of Louisville, Kentucky. In <br />response to his concerns regarding precautions the City was taking to <br />suppress the illegal discharge of firearms during the upcoming Cinco de <br />Mayo holiday, Police Chief Walters outlined his Department's activities. <br />Lastly, Councilmember Pulido suggested the matter of a 4-10 work week be <br />referred to the Public Safety Committee for review. <br /> <br />Councilmember McGuigan expressed concern that the Council would ask staff <br />to make major revisions to the 1989-90 proposed budget at this late date <br />in the process. She then requested staff investigate apparent staging <br />activity at southwest corner of First and Euclid Streets. <br /> <br />Councilmember McGuigan closed her remarks by urging water conservation and <br />requested staff check automatic sprinkler settings in the City's median <br />areas to prevent excess water usage. <br /> <br />CLOSED SESSION - ROOM 147 <br /> <br />The Clerk of the Council announced the Council was recessing to Closed <br />Session pursuant to Government Code Section 54956.9(a) to confer with the <br />City Attorney regarding pending litigation which had been initiated <br />formally, and to which the City was a party, to wit: <br /> <br />Childress vs. City of Santa Aha <br />Tilford vs. City of Santa Ana (Worker's Compensation) <br />Baldwin vs. City of Santa Aha <br />Shearing vs. City of Santa Ana (Worker's Compensation) <br /> <br />and pursuant to Government Code Section 54956.9(b)(1) regarding pending <br />litigation of significant exposure. <br /> <br />CITY COUNCIL MINUTES <br /> <br />124 <br /> <br />MAY l, 1989 <br /> <br /> <br />
