MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />JULY 3, 1989 <br /> <br />The meeting was called to order at 4:16 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A. <br />Pulido. A1 so present were Deputy City Manager Jan Perkins, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Daniel E. Griset joined the meeting at 4:38 p.m. <br /> <br />WORK STUDY SESSION <br /> <br />FRONT YARD FENCE HEIGHTS <br /> <br />Executive Director of Planning and Building June Catalano showed slides <br />which demonstrated existing front-yard fences both in compliance and <br />non-compliance with City regulations. She reported the Police and Fire <br />Departments recommended front yard fences be no more than three feet in <br />height for observation and scaling purposes. <br /> <br />John Casteix, Chairman of the Planning Commission, indicated the Planning <br />Commission had reviewed front-yard fence heights and recommended the City <br />maintain its current standard of four feet as the maximum height allowed <br />in front yards. <br /> <br />Mayor Pro Tem Acosta showed photographs of numerous front-yard fences <br />exceeding the City's maximum height allowance located throughout the <br />City. He indicated a number of these, while exceeding the height <br />limitation, were asthetically pleasing; and suggested the City adjust its <br />standards to permit higher fencing, but control the ratio of height to <br />"openness." <br /> <br />Councilmembers discussed various aspects of front-yard fencing, including <br />but not limited to, enforcement of violations, cost of enforcement, <br />non-conforming uses, the need to set standards to improve the City, <br />educational programs regarding fencing, and accommodation of a changing <br />cultural environment. <br /> <br />The Mayor requested the Planning Commission review Mayor Pro Tem Acosta's <br />suggestion relative to relaxing front-yard fence heights with a <br />concomitant increase in openness. <br /> <br />Executive Director of Recreation and Community Services Allen Doby <br />presented the Mayor with a trophy from the Employees Golf Tournament and <br />challenged the Mayor to a foot race. <br /> <br />CITY COUNCIL MINUTES 185 JULY 3, 1989 <br /> <br /> <br />
