In response to Mayor Pro Tem Acosta's suggestion that invocations be <br />assigned to service clubs, the Clerk of the Council indicated she would <br />contact the City's service clubs and request their assistance. <br /> <br />Miles Leach, 2025 W. Tenth St., inquired concerning the method used to <br />change the designation of Washington Street from an arterial to a <br />collector street. The Mayor referred Mr. Leach to the Transportation <br />Advisory Committee, which is currently studying traffic conditions in the <br />Washington Square Neighborhood. <br /> <br />John Raya, 4618 W. Hollyline, addressed the Council concerning park <br />usage. The Mayor suggested Mr. Raya defer his testimony until September <br />18, 1989 when the Council would be further considering a park usage <br />ordinance. <br /> <br />CITY COUNCIL CO~4ENTS <br /> <br />Councilmember Norton indicated that although he was not in favor of a gay <br />life style in public, he was grateful for the rights guaranteed to <br />individuals under the Constitution. He expressed his appreciation to his <br />fellow Councilmembers for their stand in supporting the Constitution of <br />the United States, the Constitution of the State of California, and the <br />Charter of the City of Santa Ana. <br /> <br />Mayor Pro Tem Acosta expressed his support for a traditional family life <br />style. <br /> <br />Mayor Young commented concerning the difficulties in resolving issues <br />involving values and legal rights. He indicated the Council had no <br />constitutional grounds nor public safety concerns currently which would <br />all ow the Council to deny a permit for a Gay Parade and Festival.
