Legal Notice mailed October 6, 1989. <br /> <br />The Mayor opened the public hearing regarding Appeal Application 89-007 <br />and Variance Application 89-016 at 9:38 p.m. <br /> <br />Presentation of staff report, <br />comments by: June Catalano, <br />Agency <br /> <br />Planning Commission recommendation and staff <br />Executive Director, Planning and Building <br /> <br />Presentation of written communications by the Clerk of the Council: None <br /> <br />Adolfo Lopez and Manuel Pena spoke in favor of the appeal application. <br /> <br />Jose, a downtown Santa Aha businessman, spoke regarding a delay in final <br />approval for a sign at his business. <br /> <br />Zeke Hernandez, past president of the Downtown Santa Ana Businessmen's <br />Association, urged the Council to establish an overall policy for the <br />Downtown Area to eliminate the use of variances for sign approvals. <br /> <br />The Mayor closed the public hearing at 9:51 p.m. <br /> <br />MO?ION: <br /> <br />Approve and file Notice of Exemption and instruct City Attorney <br />to prepare a resolution approving Appeal Application 89-007, <br />approving VA 89-016 and overruling the decision of the Planning <br />Commission subject to the condition that the colors on the wall <br />sign be limited to red, black, grey, maroon, and mauve. <br /> <br />MOTION: Acosta SECOND: Norton <br /> <br />VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Acosta, May, McGuigan, Norton, Pulido, Young <br />None <br />Griset FILE 625.45 <br /> <br />CO~4ENTS <br /> <br />90.A. PUBLIC COMMENTS <br /> <br />Nancy Inglehart, representing the Community Oriented Policing <br />Organization, informed the Council about an upcoming citizen project <br />addressing narcotics entitled "Cop Can" (Citizens Against Narcotics) <br />planned for the Bristol/McFadden area. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember Norton urged the listening audience to attend the public <br />hearing relative to the redevelopment of the Bristol Corridor on October <br />17, 1989 beginning at 5:30 p.m. in the Council Chambers. <br /> <br />Councilmember Pulido announced the initiation of a Court Referral Program <br />which allows work in the community as an alternative to incarceration. <br /> <br />Councilmember May encouraged those present and the listening audience to <br />attend the upcoming Golden City Days Festival scheduled for October 20-22, <br />1989 in Downtown Santa Ana. <br /> <br />CITY COUNCIL MINUTES 311 OCTOBER 16, 1989 <br /> <br /> <br />
