MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />NOVEMBER 6, 1989 <br /> <br />The meeting was called to order at 4:18 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A. <br />Pulido. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Daniel E. Griset joined the meeting at 4:31 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />CONSTRUCTION PROJECTS CHANGE ORDER PROCESS {ITEM 25.B.) <br /> <br />Jim Ross, Construction Services Manager, Public Works Agency, outlined the <br />City's current process with respect to change orders, and indicated staff <br />was proposing modifications to the process which would allow for more <br />timely decisions and quicker response to construction problems arising in <br />the field. <br /> <br />In response to Councilmember Acosta's concern regarding financial <br />liability for change orders, Ross noted a need to separate construction <br />problems from design errors. He indicated the changes being proposed <br />addressed the former. <br /> <br />MONORAIL UPDATE <br /> <br />David Grosse, Executive Director, Public Works Agency, showed a video <br />demonstrating current monorail technology, and discussed progress by <br />Irvine and Santa Ana toward development of a monorail system in the two <br />cities. He indicated staff was preparing an agreement for a jointly- <br />sponsored study by Irvine, Santa Ana, and TGI, Inc. (a monorail <br />construction firm) of a "starter" monorail segment, which would be <br />presented for Council's approval at the November 20, 1989 Council meeting. <br /> <br />The Mayor reported that monorail technology had improved to the state of <br />viability as a transportation mode, and that monorail construction was <br />often undertaken as a joint public/private partnership venture. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar items. <br /> <br />CITY COUNCIL MINUTES 318 NOVEMBER 6, 1989 <br /> <br /> <br />
