MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />DECEMBER 4, 1989 <br /> <br />The meeting was called to order at 4:06 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron Mai,, Rick Norton, and Miguel A. Pulido. Also present <br />were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk <br />of the Council Janice C. Guy. <br /> <br />Councilmembers Patricia A. McGuigan and Daniel E.
