<br />The City of Santa Ana is a participant in the National <br />Flood Insurance Program (NFIP). The published Flood <br />Insurance Rate Maps (FIRM) for the project site is included <br />on Community Panel No. 0602320278H. The project site is <br />located entirely in Zone X, which is defined as areas <br />beyond the limits of the 100-year flood and 500-year flood. <br />Implementation of the proposed project would not <br />significantly increase the potential for flood risks. <br /> <br />IX. LAND USE/PLANNING <br /> <br />A. Physically divide an established community? <br /> <br />Less Than Significant Impact <br /> <br />The proposed project would function as a continuation of <br />the existing use located immediately south and west of the <br />project site. The existing residential uses adjacent to the <br />project site would be buffered from the proposed project <br />with a combination of landscape and wall treatments. <br />Additionally, the existing residential use located on the <br />project site has been incorporated into the overall design <br />and would not be adversely impacted by the long-term <br />operation of the project. The proposed project would not <br />physically divide any established community and no adverse <br />land use compatibility impacts would be associated with <br />implementation of the proposed project. <br /> <br />B. Conflict with any applicable land use plan, policy, or <br />regulation of an agency with jurisdiction over the <br />project adopted for the purpose of avoiding or <br />mitigating an environmental effect? <br /> <br />No Impact <br /> <br />The General Plan designation for the project site is Open <br />Space. Under the Open Space designation, cemetery uses <br />would be a compatible land use. The zoning for the project <br />site is Agriculture. Under the Agriculture designation, <br />cemeteries are conditionally permitted. Implementation of <br />the proposed project would not be in conflict with any <br />adopted planning programs or policies. <br /> <br />C.
