Mega <br />Way Enterprises failed to notarize their bidder's signature on the bid <br />bond. This is required by the bidding documents; therefore, Mega Way <br />Enterprise's bid is non-responsive. The lowest bid was submitted by C.S. <br />Legacy Construction, Inc., for $386,829.12, which is below the Engineer's <br />estimate of $564,275. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />In accordance with the California Environmental Quality Act, Negative <br />Declaration ER No. 2003-47 has been approved and filed at the County of <br />Orange recorders' office. <br /> <br />FISCAL IMPACT <br /> <br />The funding analysis shows a total estimated construction cost of <br />$483,600 for the project (Exhibit 2).
