<br />CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />MARCH 6, 2006 <br /> <br />TITLE: <br /> <br />APPROVED <br /> <br />AGREEMENT WITH O'REILLY & <br />ASSOCIATES FOR RAPID RESPONSE <br />LAYOFF AVERSION STUDY <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 15t Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />A <br /> <br />~A- <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with O'Reilly & <br />Associates in an amount not to exceed $60,000 to complete a Layoff <br />Aversion Study for the Santa Ana W/O/R/K Center's Rapid Response services <br />and activities under the Workforce Investment Act's Rapid Response Grant. <br /> <br />DISCUSSION <br /> <br />On November 7, 2005, the Santa Ana W!O!R!K Center issued a Request for <br />Proposals to procure a layoff aversion study funded by the Rapid Response <br />Grant. The role of Rapid Response is to assist workers to quickly return <br />to productive positions in the workforce and assist employers to explore <br />al ternati ves to layoffs through human resource solutions. The W!O!R!K <br />Center staff reviewed and rated proposals based on the following <br />criteria: past experience, comprehensiveness of services, and <br />reasonableness of cost. O'Reilly & Associates was selected as a result <br />of the selection process. <br /> <br />O'Reilly & Associates will conduct an analysis of local Santa Ana <br />businesses using the Dunn and Bradstreet's Financial Stress Analysis <br />Model to identify businesses most likely at risk of layoffs. Services <br />will also include on-going consultation to identify strategies for the <br />provision of Rapid Response layoff aversion services. <br /> <br />25C-1 <br />
