ELI
(Electronic Legislative Index)

The Electronic Legislative Index (ELI) developed by the Clerk of the Council staff is a
computerized database of actions by the City of Santa Ana City Council from 1977 to the
present, as recorded in the City Council Minutes.

The ELI database has two time periods. The first period, which spans 1977 through 1983,
contains the Agreements, Ordinances, and Resolutions approved by Council. The second
period, which runs from 1984 to the present, contains an expanded database that includes
all Council actions.

ELI's automated storage and retrieval system can complete a computerized on-line search
for an item in a matter of seconds or minutes, depending on the number of years searched.
The system can also generate various types of reports.

The attached 1990 CITY COUNCIL MINUTES is an ELI report that summarizes the
recorded Council actions for 1990.

REPORT FORMAT

The ELI report for the 1990 CITY COUNCIL MINUTES has four (4) fields or columns.

The PAGE column shows the page number in the Minutes
book where the item is located.

The NUM column shows the category under which an item
was classified on the Agenda. For example, 35C stands for
a Resolution (Category 35) with the letter C indicating the
item to be the third resolution in that category.

The ACT column indicates the action taken by Council on
the item. For example, "A" means the item was approved.

The DESCRIPTION column shows item details such as
names and addresses. The description detail is sorted
alphabetically by general type of legislative action. For
example, street or alley abandonments are grouped under
the term ABAND.

A Glossary explaining the various entries in the NUM, ACT, and DESCRIPTION columns
is appended for reference.
