<br />CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />MARCH 6, 2006 <br /> <br />APPROVED <br /> <br />TITLE: <br /> <br />AGREEMENT WITH SECURITY <br />SOLUTIONS INTERNATIONAL FOR <br />COUNTER-TERRORISM TRAINING <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 1" Reading <br />o Ordinance on 20d Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />f*''J <br /> <br />()fia <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute an agreement with Security Solutions <br />International to provide counter-terrorism training in an amount not to <br />exceed $14,000. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative (UASI) grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment, training, and systems to prevent, respond to, and recover from <br />acts of terrorism. The grant provides total reimbursement to local <br />agencies for equipment purchases and training approved and authorized by <br />the federal Office of Domestic Preparedness. <br /> <br />The Santa Ana Police Department administers UASI grant and in this <br />capacity, works closely with other Orange County homeland security grant <br />recipients to develop regional homeland security strategies. The Orange <br />County Sheriff's Department, which administers the State Homeland Security <br />Grant Program, recently received training from Security Solutions <br />International. This company specializes in providing counter-terrorism <br />training that relates to protecting critical infrastructure. The training <br />provided by Security Solutions International has helped the Sheriff's <br />Department personnel gain a better understanding of the issues dealing with <br />critical infrastructure protection. The Santa Ana Police Department would <br />like to provide this same training to its personnel so they can increase <br />their understanding of critical infrastructure protection and develop more <br />effective homeland security strategies. <br /> <br />25D-1 <br />
