Conditional Use Permit No. 2005-33 <br />February 13, 2006 <br />Page 3 <br />Engineer. Prior to issuance of a building permit the applicant <br />shall: 1) Record legal documents for dedication of easements in <br />favor of the City of Santa Ana for the public improvements; 2) <br />Submit for review and approval street improvement plans for all <br />work required to be constructed within the public right-of-way; 3) <br />Construct the public improvements to the satisfaction of the City <br />Engineer." <br />Option 2 - Require Traffic Control During Events Where Pedestrians Will <br />Cross From The South To The North Garden <br />Currently, the existing north garden does not have facilities for indoor <br />services, nor does it have a parking lot. Patrons who attend services <br />on the south side of Fairhaven must walk across the street to the <br />gravesites. With the construction of the new north garden there will be <br />on-site facilities for services, as well as on-site parking. This will <br />result in a significant reduction in the need for crossing from the <br />south to the north garden. The need to cross mid -block would occur <br />almost exclusively during larger burial services. During these events <br />the staff at Fairhaven Memorial Park would provide uniformed security <br />guards to provide traffic control and to direct pedestrians safely <br />across the street. This method of pedestrian and traffic control would <br />allow for full processions, as needed, and would provide the desired <br />effect of ceremony and respect for those attending the service. The <br />number of times during the week that traffic control is required for <br />pedestrian crossings at this location is relatively small compared to <br />the overall time that Fairhaven functions as a major thoroughfare. The <br />use of uniformed security guards could provide more than adequate safety <br />for pedestrians and motorists alike without the need for the <br />installation of a traffic signal that could cause potential conflicts <br />with the existing signal at Fairhaven and Cambridge, as well as being a <br />very costly improvement. <br />If the Commission wishes to choose this option, the following draft <br />language is provided as a suggestion for a new condition of approval: <br />"During events at Fairhaven Memorial Park, where guests will be <br />crossing Fairhaven Avenue, the staff of Fairhaven Memorial Park <br />shall provide uniformed security guards in a number sufficient to <br />achieve traffic control that will allow pedestrians to safely cross <br />Fairhaven Avenue. These uniformed security guards shall be present <br />during the entirety of the service in order to provide for safe <br />pedestrian crossing and to control and direct traffic as needed." <br />31A-4 <br />
