B. Exceed, either individually or cumulatively, a level <br />of service standard established by the county <br />congestion management agency for designated roads or <br />highways? <br />Less Than Significant Impact <br />The proposed project is consistent with the City's General <br />Plan and the traffic projections within the Circulation <br />Element. The Public Works Department has determined that <br />implementation of the proposed project would not result in <br />significant project -related traffic impacts or individually <br />or cumulatively exceed any required level of service <br />established by the City or by the County's Congestion <br />Management Program. <br />C. Result in a change in air traffic patterns, including <br />either an increase in traffic levels or a change in <br />location that results in substantial safety risks? <br />No Impact <br />Implementation of the proposed project would not result in <br />any changes to air traffic patterns. The proposed project <br />would not result in any substantial safety risks related to <br />aircraft traffic. <br />D. Substantially increase hazards to a design feature <br />Less Than Significant Impact <br />Construction operations associated with the proposed <br />project could result in a short-term increase of <br />construction traffic volumes within the project area. <br />However, the increased level of construction traffic is not <br />expected to significantly increase vehicle or pedestrian <br />hazards within the project area. <br />E. Result in inadequate emergency access <br />Less Than Significant Impact <br />As part of the City's development review process, the Fire <br />Department has reviewed the proposed project for potential <br />impacts in regards to emergency access. The Fire Department <br />has determined that adequate emergency access would be <br />provided. <br />31 <br />
