REQUEST FOR <br />COUNCIL ACTION - <br />�ducation jsr <br />CITY COUNCIL MEETING DATE: <br />MARCH 6, 2006 <br />TITLE: <br />REPORT OF THE AD HOC CHARTER <br />REVIEW COMMITTEE <br />,�> <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE <br />ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2"d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing <br />CONTINUED TO <br />FILE NUMBER <br />Receive report of the Ad Hoc Committee on Charter Review and <br />schedule a Work Study session for the City Council meeting of <br />March 20, 2006 to review the committee's recommendations for <br />changes to the City Charter. <br />DISCUSSION <br />On May 2, 2005, the City Council created an Ad Hoc Committee on <br />Charter Review comprised of Mayor Pro Tem Bist, and <br />Councilmembers Alvarez and Garcia. The Ad Hoc Committee reviewed <br />the current City Charter and made several recommendations for <br />changes to various sections in the charter. <br />On September 19, 2005, at the recommendation of the Ad Hoc <br />Committee, the City Council created the Charter Amendment <br />Citizens' Task Force and directed members to review and comment <br />on the Ad Hoc Committee's recommended amendments. A summary of <br />the actions taken by the Task Force and the subsequent action <br />taken by the Ad Hoc Committee on January 31, 2006 is attached as <br />Exhibit A. Also attached is a copy of the proposed charter <br />language for each affected section of the City Charter. <br />In the event that the Council decides to submit one or more <br />proposed charter amendments to the voters in November, 2006, the <br />Special Election would be consolidated with the General Municipal <br />Election for the offices of Mayor and Councilmember Wards 2, 4, <br />and 6.
