Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a Cooperative Agreement for a <br />Funding Plan with the Orange County Transportation Authority in the <br />amount of $225 million for Bristol Corridor Improvements between <br />Warner Avenue and Seventeenth Street. <br />2. Approve an appropriation adjustment accepting $18.05 million for <br />fiscal year 2005/2006 from the Orange County Transportation Authority <br />in the project revenue account (account no. 59-01-5335) and <br />appropriate the funds to the project expenditure account (account no. <br />59-551-6631) for improvements of Bristol Street between Warner Avenue <br />and Seventeenth Street. <br />DISCUSSION <br />The widening of Bristol Street between Memory Lane and Warner Avenue was <br />envisioned in 1990 with certification of the environmental document. At <br />the same time City was working on a planning document to incorporate the <br />land use and zoning of the Corridor. The Bristol Corridor Specific Plan <br />was approved by City Council in 1991. Since then the City has been <br />aggressively seeking funds to implement the Specific Plan. The first <br />segment to receive funding was between St Andrew Place and McFadden. This <br />segment was completed in 2003 for a total cost of $44 million. The second <br />segment, Elm to Memory Lane was completed in 2004 for a total cost of <br />$4.5 million. The third segment which is between Third & Pine Streets has <br />been designed and will be under construction in summer of 2006. <br />The Orange County Transportation Authority (OCTA) adopted their 2006 <br />State Transportation Improvement Program at their November 28, 2005 <br />meeting. As part of this comprehensive program, they approved a funding <br />Plan of $225 million for the Bristol widening between Warner Avenue and <br />Seventeenth Street.
