RECESSED - 9:22 P.M. <br /> <br />RECONVENED - 9:43 P.M. - All Councilmembers present. <br /> <br />PUBLIC CO~4ENTS <br /> <br />Macie Cleary and Jennifer Regan, 805 N. Bush, expressed concern regarding <br />potential environmental impacts of the proposed Santa Aha Arena project. <br />The Mayor requested Ms. Cleary and Regan forward any suggestions they <br />might have regarding mitigation measures for the project to the City <br />Manager. <br /> <br />James McGuigan, 5642 Keelson, explained to the Council that cable <br />broadcasting of the Planning and Redevelopment Commission meetings would <br />be a "new cost" item in the City's cable contract. He also requested that <br />the date, time, and place of the City's various citizen advisory board <br />meetings be included in the "crawl line" on Cable Channel 3 video <br />broadcasts. <br /> <br />Miles Leach, 2025 W. Tenth Street, spoke regarding the need to bring the <br />City Charter into compliance with State Law regarding severance pay for <br />the City Manager to minimize confusion to readers of the Charter. <br /> <br />CITY COUNCIL COI~ENTS <br /> <br />Councilmember Norton requested that any members of the listening audience <br />wishing to participate in a Celebrity Dinner (Fundraiser for the Leukemia <br />Association to be held on February 22 at the Saddleback Inn) contact his <br />office. He also requested the City Attorney prepare a draft ordinance <br />clarifying the right of the Councilmembers to place items on the City <br />Council agenda. The Mai, or requested that legal issues relating to <br />authority for placement of items on the Agenda be explored prior to <br />drafting such an ordinance. <br /> <br />Councilmember Norton requested a Study Session be set for the purpose of <br />discussing broadcasting of the Community Redevelopment and Planning <br />Commission meetings on Cable Television Channel 3. <br /> <br />Councilmember Pulido noted the March 5, 1990 Meeting of the City Council <br />would be cancelled due to Councilmembers attending the National League of <br />Cities Conference in Washington D.C. He indicated a "Judge's Forum" would <br />be held in the Council Chambers on March 6, 1990, and encouraged the <br />listening audience to attend. He also expressed his opinion that the <br />approval of the Environmental Impact Report for the Santa Aha Arena was a <br />significant step toward construction of that project. <br /> <br />Councilmember McGuigan requested the Council meeting be adjourned in honor <br />of former Councilmember R. W. Luxembourger who had recently passed away. <br /> <br />Mayor Pro Tem Acosta indicated that the City Councilmembers would miss Jan <br />Perkins and wished her well in her new position. He requested the City <br />Manager provide him with a summary of the costs incurred by the City to <br />provide public safety protection at the Gay Pride Festival held last <br />fall.
