MINUTES OF THE REGULAR MEETING <br />(~ THE CITY COUNCIL OF THE CI~ <br /> SAJ4TA ~A, CALIFORNIA <br /> <br />MARCH 19, 1990 <br /> <br />The meeting was called to order at 4:16 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron May, Patricia A. McGuigan, and Rick Norton. Also present <br />were City Manager David N. Ream, Sr. Deputy City Attorney Robert Wheeler <br />and Clerk of the Council Janice C. Guy. <br /> <br />Councilmembers Miguel A. Pulido and Daniel E. Griset joined the meeting at <br />4:27 p.m. and 5:04 p.m., respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />CALTRANS/I-5 WIDENING UPDATE <br /> <br />Barry Rabbitt, Deputy District Director, Cal-Trans, briefed the City <br />Council regarding the three construction phases of the Interstate 5 <br />Widening Project in Santa Ana. He indicated that Phase I, the <br />reconstruction of the I-5/55 Interchange was complete; Phase II, the <br />widening of the First and Fourth Street bridges was funded and would be <br />under construction this Spring; and that Phase III, the widening of the <br />I-5 from Seventeenth Street to the I-5/22/57 intersection, if funded, <br />could start construction in June, 1991. <br /> <br />Councilmembers discussed various aspects of the project. <br /> <br />WATER QUALITY UPDATE <br /> <br />Lee Harry, Water Resources Manager, Public Works Agency, briefed the <br />Council regarding availability and quality of water in the City. He <br />indicated that although rainfall was "below normal," the City did not <br />anticipate a water shortage this year. Harry reported that the City <br />currently purchases 30 per cent of its water from the Metropolitan Water <br />District, but that plans are underwa~v to construct three more wells, with <br />the ultimate goal of obtaining 90 per cent of the City's water from local <br />wells. Harry indicated that the City's ground water was of good quality, <br />and discussed numerous programs for conserving water. <br /> <br />CABLE BROADCASTING OF COMMUNITY REDEVELOPMENT AGENCY AND PLANNING <br />COMMISSION MEETINGS <br /> <br />John Risk, the City's consultant regarding Cable Television Services, <br />distributed a memo from the Executive Director of Recreation and Comnunity <br />Services entitled "Cost to Televise Planning and Economic Development <br />Meetings." He informed the Council that a trial period of one year to <br />broadcast Agency and Planning Commission meetings would cost approximately <br />$14,000.00, indicating that amount might be allocated from the $52,000.00 <br />for production services provided under the current agreement with Comcast. <br /> <br />CITY COUNCIL MINUTES 65 MARCH 19, 1990 <br /> <br /> <br />
