EVENING SESSION <br />PUBLIC HEARINGS <br /> <br />75.A. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS PROGRAM FY 1990-91 <br /> <br />Consideration of the use of $3,636,000.00 in Community Development Block <br />Grant funds for the purpose of maintaining and upgrading the City's <br />affordable housing stock through rehabilitation loans, grants and rebates; <br />improving low and moderate income neighborhoods through public <br />improvements and public facilities; providing social services which <br />benefit low and moderate income persons; assisting the preservation of <br />historic properties; and improving the City's economic base through <br />economic development and commercial rehabilitation loan programs. <br /> <br />Legal Notice published in the Re~ister on April 9, 1990. <br /> <br />The Mayor opened the public hearing regarding the proposed Fiscal Year <br />1990-1991 Community Development Block Grant Budget at 8:28 p.m. <br /> <br />Presentation of staff report and comments by: Cindy Nelson, Executive <br />Director, Community Development Agency, and Don Sizemore, spokesperson for <br />the Block Grant Citizens Advisory Committee. <br /> <br />Janice C. Guy, Clerk of the Council, reported that all communications <br />regarding the Block Grant Budget had been previously distributed to <br />Councilmembers. <br /> <br />The following persons spoke with regard to the proposed Community <br />Development Grant Budget: <br /> <br />Helen Brown, Civic Center Barrio <br />Nativo V. Lopez, Hermandad Mexicana Nacional <br /> <br />R£C£SSED - 8:47 P.M. <br /> <br />RECONVENED - 8:55 P.M. - All Councilmembers present. <br /> <br />Testimony regarding the Block Grant Budget continued. The following <br />persons spoke: <br /> <br />Bardene Allen, Orange County Center for Contemporary Art <br />Linda Anderson, Hotline of Southern California <br />Zack Aspegren, Volunteer Center of Orange County <br />Jerry D.
