MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MAY 7, 1990 <br /> <br />The meeting was called to order at 4:21 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Pro Tem John Acosta. Councilmembers <br />present were Ron MRy, Patricia A. McGuigan, Rick Norton, and Miguel A. <br />Pulido. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Daniel E. Griset and Mayor Dan Young joined the meeting at <br />5:18 p.m. and 7:33 p.m., respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />ARMING OF PARK RANGERS (ITEM 85.A.) <br /> <br />The City Manager reported that on March 26, 1990, the Recreation and Parks <br />Board had unanimously recommended that the City's park rangers be armed <br />and supervision of the rangers be provided jointly by the Recreation and <br />Community Services Agency and the Police Department. The Manager <br />indicated that he was in concurrence with that recommendation, and that <br />the program would be implemented by December 31, 1990. <br /> <br />Councilmembers discussed various aspects of this proposed change. <br />Councilmember Norton inquired as to why the program could not be placed in <br />operation more quickly, since the five park rangers impacted by this <br />policy change had all carried firearms in previous positions and surplus <br />firearms were currently available in the Police Department. The City <br />Manager responded that, in his opinion, the change must be implemented in <br />an incremental manner, in order to ensure a smooth transition of <br />supervision and recertification in firearms handling. <br /> <br />GRAFFITI REMOVAL ASSESSMENTS <br /> <br />Lorraine Lazarine, Council Services Manager, provided an update to Council <br />regarding legislation currently under study at the State level which would <br />allow the establishment of graffiti removal assessment districts. <br /> <br />Councilmember McGuigan reported the Air Quality Management District was <br />promoting a ban on aerosal spray cans which potentially could reduce <br />graffiti painting and perhaps eliminate the need for such districts. <br /> <br />Councilmembers discussed the City's procedures for removing graffiti from <br />private property. Councilmember Norton inquired as to the feasibility of <br />posting signs at the point of sale indicating aerosal spray cans are not <br />to be sold to persons under age 18. <br /> <br />WATER CONSERVATION <br /> <br />Mayor Pro Tem Acosta suggested the City review its landscaping <br />requirements for the purpose of promoting water conservation. <br /> <br />CITY COUNCIL MINUTES 126 MAY 7, 1990 <br /> <br /> <br />
