MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MAY ~'1, 19go <br /> <br />The meeting was called to order at 4:25 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A. <br />Pulido. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Assistant Clerk of the Council William D. Baron. <br /> <br />Councilmember Daniel E. Griset joined the meeting at 4:35 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />ANNEXATION OF UNINCORPOIb~TED NORTH TUSTIN <br /> <br />In response to a letter from the Foothill Communities Association <br />concerning possible annexation to Santa Ana, the Council directed the City <br />Manager to respond with a letter encouraging the Association to continue <br />its effort. <br /> <br />FY 90-91 PROPOSED CITY BUDGET <br /> <br />City Manager David Ream presented the initial draft of the Fiscal Year <br />1990-91 City Budget. He described the major emphases of the budget as: <br />l) elimination of deferred maintenance; 2) provision of clean, safe and <br />well-maintained neighborhoods; 3) strong con~nitment to public safety and <br />4) quality customer service. The Manager provided the Council with an <br />executive summary of the proposed budget as well as a detailed outline of <br />the City's Capital Improvement Program. <br /> <br />RECESSED TO DINNER IN ROOM 831 - 6:08 p.m. <br /> <br />RECONVENED IN COUNCIL CHAMBERS - 7:39 P.M. - All Councilmembers present. <br /> <br />PLEDGE OF ALLEGIANCE <br /> <br />75.A. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 90-91 <br /> <br />Consideration of the use of $3,636,000.00 in Community Development Block <br />Grant funds for the purpose of maintaining and upgrading the City's <br />affordable housing stock through rehabilitation loans, grants and rebates; <br />improving low and moderate income neighborhoods through public <br />improvements and public facilities; providing social services which <br />benefit low and moderate income persons; assisting the preservation of <br />historic properties; and improving the City's economic base through <br />economic development and commercial rehabilitation loan programs. <br /> <br />CITY COUNCIL MINUTES 142 MAY 21, 1990 <br /> <br /> <br />
