<br />'URS <br /> <br />December 11, 2000 <br /> <br />Jeffry S, Rice, AICP <br />Principal Planner <br />City of Santa Ana <br />Planning and Building Agency <br />Number 20 Civic Center Plaza <br />Santa Ana, California 92702 <br /> <br />SUBJECT: PROPOSED AGREEMENT TO PROVIDE ON-CALL ENVIRONMENTAL <br />PLANNING AND RELATED SPECIALIZED PROFESSIONAL SERVICES <br /> <br />Dear Mr. Rice: <br /> <br />In response to the City 'of Santa Ana's request, URS Corporation (URS) is pleased to <br />offer the enclosed Agreement to provide on-call technical support including <br />Environmental Analysis and Planning Services. Execution of the Agreement provides a <br />framework within which specific assignments in the form of Work Orders may be issued <br />to obtain defined services. Each approved Work Order establishes the Scope of <br />Services, the Schedule, and the Budget for a particular assignment in support of the <br />City's needs. Previously, URS has successfully augmented the City staff with specialized <br />technical expertise using this approach. <br /> <br />URS is a full-service A & E firm offering extensive planning, engineering, design, and <br />construction resources. Our 350 person Santa Ana office serves as the Los Angeles <br />Regional Headquarters for URS. Because of its substantial size, the Santa Ana office <br />can provide nearly every service offered from our firm-wide resources of over 16,000 <br />people working in 300+ offices in 38 countries. For example, in the environmental <br />disciplines we have local staff with expertise and experience in CEQA/NEPA analysis, <br />project planning and permitting, land use, transportation, noise and vibration, water <br />quality and water resources/hydrology, biology, air quality, waste management and <br />remediation, and in other regulatory compliance areas such as Environmental Justice, <br />4(f), and Section 106. When necessary, additional specialized expertise may be drawn <br />from our Pasadena, Los Angeles, Santa Barbara, and San Diego offices, or from any <br />URS office that has a resource beneficial to City of Santa Ana assignments. <br /> <br />Our proposed Contract Manager is Mr. Rob Greene, INCE. He has been professionally <br />involved in environmental planning and permitting, CEQA/NEPA compliance, and related <br />fields for more than 23 years. We propose Mr. Charles Smith, AICP as our Project <br />Manager. Mr. Smith specializes in CEQA/NEPA analysis, urban planning, and <br />environmental permitting.
