MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />JUNE 4, 1990 <br /> <br />The meeting was called to order at 4:36 p.m. in Room 423, City Hall, <br />20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Ron May, Patricia A. McGuigan, and Rick Norton. Also present <br />were City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk <br />of the Council Janice C. Guy. <br /> <br />Councilmembers Miguel A. Pulido and Daniel E. Griset joined the meeting at <br />4:41 p.m. and 4:52 p.m., respectively. <br /> <br />COUNCIL STUDY SESSION <br /> <br />ON-STREET PARKING RESTRICTIONS <br /> <br />Mayor Pro Tem Acosta expressed concern that residents of high-density <br />developments were not using underground parking structures connected to <br />their buildings, and were instead parking on residential streets. He <br />suggested this problem might be corrected by a ban on over-night street <br />parking of vehicles. <br /> <br />The City Manager indicated staff was aware of this problem and was in the <br />process of preparing an implementation plan to restrict parking in <br />selected neighborhoods on an experimental basis. Mayor Pro Tem Acosta <br />submitted several pages for consideration of locations where such a plan <br />might be implemented. <br /> <br />The Mayor reported the Task Force on Neighborhood Standards and <br />Preservation was also preparing a parking restrictions program. <br /> <br />Mayor Pro Tem Acosta requested that staff also monitor parking on South <br />Standard near Edinger where cars parked too close to the intersection were <br />creating a traffic hazard. <br /> <br />FUTURE STUDY SESSION SUBJECTS <br /> <br />Councilmember Pulido requested that the Council schedule as a Study <br />Session subject, the restriction of shopping carts to store premises, and <br />invite store owners to attend the session. <br /> <br />Councilmember Griset indicated he would be proposing an ordinance <br />concerning the disclosure of items discussed during closed sessions of the <br />City Council. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed their concerns with respect to Consent Calendar <br />items. <br /> <br />CITY COUNCIL MINUTES 160 JUNE 4, 1990 <br /> <br /> <br />
