<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~~ <br />~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />MARCH 20, 2006 <br /> <br />TITLE: <br /> <br />CONTRACT AWARD FOR HISTORIC <br />RESOURCES CONSULTING SERVICES <br /> <br />APPROVED <br /> <br />o As Recommended <br />o As Amended <br />o Ordinance on 15t Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />!2J{lfL <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />--- <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute a contract with the Sapphos <br />Environmental, Incorporated to assist with historic resources consulting <br />services in an amount not to exceed $71,000. <br /> <br />DISCUSSION <br /> <br />Surveying, documenting, and maintaining records for properties eligible <br />for listing on the Santa Ana Register of Historical Properties is a <br />requirement of the City's Certified Local Government (CLG) Agreement with <br />the California State Office of Historic Preservation. A Survey <br />Methodology was agreed upon by the Historic Resources Commission that <br />requires the City be divided into quadrants, and all properties would be <br />surveyed for architectural and cultural merit within each quadrant. The <br />survey process would be continuous in an effort to have each neighborhood <br />survey no more than five years old. This continual updating is important <br />in terms of the City's CLG status and the overall integrity of the <br />historic preservation program. <br /> <br />The City received three responses to the Request for Proposal for <br />historic consulting services: Sapphos Environmental, Inc., CRM Tech, and <br />Galvin Preservation Associates, Inc. After a thorough review, staff has <br />identified Sapphos Environmental, Incorporated as the firm best able to <br />comprehensively research and document properties within the City limits <br />that are not currently designated on the Santa Ana Register of Historical <br />Properties (grading summary attached as Exhibit 1) . Sapphos <br />Environmental, Inc. has an excellent understanding of the survey process. <br />Additionally, Leslie Heumann will be one of the assigned Sapphos team <br />members, and she has a strong familiarity with the city and the <br />requirements of Chapter 30 of the Santa Ana Municipal Code. <br /> <br />258-1 <br />
