<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />t~ <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />MARCH 20, 2006 <br />TITLE: <br /> <br />PROPOSED AMENDMENTS TO <br />CLASSIFICATION AND <br />COMPENSATION PLANS AND <br />ANNUAL BUDGET <br /> <br />APPROVED <br />o As Recommended <br />o As Amended <br />o Ordinance on 1 st Reading <br />o Ordinance on 2nd Reading <br />o Implementing Resolution <br />o Set Public Hearing For <br /> <br />{2jJ;~--- <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Adopt a Resolution that amends the City's Basic Management and Non- <br />Management/Confidential Classification and Compensation Plans (Resolution <br />Nos. 91-066 and 91-067) and amends the Fiscal Year 2005-06 Annual Budget to <br />reflect these changes. <br /> <br />DISCUSSION <br /> <br />The following proposed changes are part of an ongoing effort to ensure that <br />the City's Basic Classification and Compensation Plans reflect current <br />organizational needs and establish market-competitive salary rates with <br />equity among job classifications with comparable responsibilities. <br /> <br />I. Proposed Pay Equity Adjustment <br /> <br />The Police Technology and Support Administrator is a single position job <br />classification originally created to manage the operations of the Police <br />Department's computer systems and crime analysis unit, as well as provide <br />supervisory oversight of the Communications, Records, and Property and <br />Facilities divisions. Recently, this classification assumed supervisory <br />authority over the Fiscal, Crime Prevention, and Homeland Security <br />functions. As a result of these additional responsibilities, as well as <br />the Police Department's increasing reliance on state-of-the-art computer <br />technology and statistical analysis, the scope and authority of this <br />classification has exceeded its compensation level and the incumbent is <br />underrepresented in the City's salary structure. Therefore, the Police <br />Chief is requesting a 7.5% equity adjustment to appropriately compensate <br />the incumbent and reflect the increased level of responsibility associated <br /> <br />558-1 <br /> <br />cs. 383 <br /> <br />
