- CITY COUNCIL COMMITTEE ON <br />~/ NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />January 24, 2006 <br />CALL TO ORDER <br />The meeting was called to order at 5:40 p.m. in Training Room 1602, City Hall Ross Annex. <br />ATTENDANCE <br />The following Councilmembers were present: Lisa Bist, Alberta Christy and Carlos <br />Bustamante <br />Staff present were: Jay Trevino, Executive Director Planning and Building Agency; Kenneth <br />Adams, Assistant Director Planning and Building Agency; Ben Kaufman, Chief Assistant <br />City Attorney; Bruce Dunams, Community Preservation .Manager; Steve Gutmann, <br />Supervisor of Inspections; and Estella Rodarte, Senior Community Preservation Inspector. <br />AGENDA ITEMS <br />1. APPROVAL OF MINUTES -NOVEMBER 22, 2005 MEETING <br />Approved by a vote of 3:0 <br />2. GRAFFITI ORDINANCE <br />Will Hayes provided the committee with a historic overview of the city's existing <br />graffiti ordinance. He briefed the committee on the proposed changes to the <br />ordinance which will be presented to the. entire council shortly. The ensuing <br />discussion focused upon the variety of strategies available to the city to help abate <br />graffiti issues. <br />3. STREET CURB ADDRESS PAINTING <br />Will Hayes provided the committee with a overview of the city's proposed street curb <br />ordinance. Highlights of the proposed ordinance include developing a contract with <br />three to four non-profit vendors to provide curb painting services for donations by the <br />property owners. The intent of the ordinance is to get the city out of the curb <br />painting business. The committee members posed several operational questions to <br />staff and provide some brief comments for consideration. <br />4. SHOPPING CART ORDINANCE DISCUSSION <br />Bruce Dunams provided a brief history of staff efforts regarding the shopping cart <br />issue. He indicated at this point the city believed the best alternative is to address <br />the cart as a site specific issue with the burden on the vendor to be responsible for <br />addressing the problem.
