SANTA ANA RENAISSANCE SPECIFIC PLAN PROPOSAL <br />Task 2: Charrette week & Feb n,as <br />Purpose: To develop, identify and evaluate the community's desired outcomes for <br />the site and then express and realize those outcomes through the Specific Plan and <br />EIR for the project. <br />This task focuses on taking the knowledge and base -information gained in task C -i <br />to produce the desired outcomes that will become the constituent elements of the <br />Specific Plan. Because the community would like to move expeditiously toward tan- <br />gible results, we propose the charrette as the method to seriously engage the com- <br />munity and identify the desired outcomes to pursue with the Plan area. <br />The Charrette <br />Through the course of the 5 -day charrette, participants will participate in and see the <br />strategies formed by the team that will lead to the preparation of design solutions for <br />the various subjects. Using the interview results from task C -i, the team embarks on <br />ideas and solutions that are applicable and in the realm of possibility and acceptance <br />by the community. Throughout each day, the team holds working meetings for par- <br />ticular subjects with the appropriate parties. By Involving the public and any other <br />stakeholders (e.g., owner's groups, merchants, traffic engineers, public works staff - <br />planning staff, etc.), the team's work progresses confidently toward completion. At <br />the end of each day, the structural content of the Specific Plan evolves and the <br />progress is presented to the participants for review and comment. Each day builds <br />upon the next with participants clearly seeing the progress and results. The charrette <br />concludes with a final presentation to the community by the consultant team. <br />However, depending upon the issues and needs, we also provide daily summary pre- <br />sentations throughout the charrette. On the last day of the charrette, the consensus <br />structural content for the Specific Plan will be presented for review and comment. <br />Community Participation <br />Community Participation will be carried out with patience and enthusiasm by the <br />consultant team in English, and in Spanish if necessary. The Principal in charge of <br />this project, Stefanos Polyzoides, is fluent in Spanish as are several members of the <br />team. Mr. Polyzoides, a former professor at University of Southern California for 20 <br />years is an accomplished public speaker, energetic and effective team leader having <br />conducted over 50 charrettes of this complexity. As all our projects occur largely in <br />the public arena, we are committed to meaningful community involvement that <br />directly involves the community as well as City staff and officials, and have an <br />impressive track record of success in gaining consensus on a wide variety of com- <br />plex and difficult projects. The team is comprised of effective and approachable com- <br />municators and has substantial experience in positively communicating with the <br />public, avoiding the use of jargon or overly technical terms. We understand the com- <br />munity's desire to move expeditiously and propose that the charrette, as we execute <br />it, is the appropriate outreach method. This method of planning enlightens, empow- <br />ers and engages the community because the process brings people with varied inter- <br />ests together to focus on what can happen. We are often in the position of mediator <br />and use our team's depth of experience and talent to both help people envision <br />change and to understand its implications. <br />The entire planning area, including the manufacturing area, will be addressed <br />through the charrette to ultimately be Incorporated into the Specific Plan and EIR. <br />note: please refer to appendix for list of City's charrette-supply responsibilities <br />16 <br />Focus teams working toward the next review <br />and refined throughout the charrette <br />to <br />
