MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SAJ~TA ANA, CALIFORNIA <br /> <br />AUGUST 6, lggO <br /> <br />At 4:00 p.m., Clerk of the Council Janice C. Guy adjourned the Council <br />meeting from Room 423, City Hall, 20 Civic Center Plaza, to Room 147, City <br />Council Chambers, 22 Civic Center Plaza, since Room 423 was unavailable. <br /> <br />At 4:23 p.m., Mayor Dan Young called the Council meeting to order in Room <br />147. Councilmembers present were John Acosta, Ron May, Patricia A. <br />McGuigan, Rick Norton, and Miguel A. Pulido. Also present were City <br />Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the <br />Council Janice C. Guy. <br /> <br />Councilmember Daniel E. Griset joined the meeting at 4:53 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />COMMUNITY FACILITIES DISTRICT <br /> <br />Cindy Nelson, Executive Director, Community Development Agency, explained <br />fundi, ng alternatives for public facilities had been severely constricted <br />by the passage of Proposition 13. She pointed out that Community <br />Facilities Districts, which all ow outlay for both capital projects and <br />services, were used extensively by new communities to provide public <br />facilities, and indicated staff was recommending use of this financing <br />tool by Santa Aha. She then introduced Don Owens whose firm conducts <br />feasibility studies regarding establishment of Community Facilities <br />Districts. <br /> <br />Deputy Fire Chief James Montgomery briefed the Council on the proposed <br />fire facilities fee of $.32-per-square-foot applicable to all new <br />developments in the City three stories and higher, noting that this fee <br />would not apply in areas within a Community Facilities District. He <br />identified current fire facilities requiring enlargement or updating to <br />accommodate state-of-the-art fire fighting equipment which would be <br />improved with the funds raised by the fee. <br /> <br />Staff responded to Councilmembers' questions regarding "fair share" <br />systems, applicability to arena and museum district development, exclusion <br />of parking garages, and the issuance of bonds to provide "up front" funds. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with respect to Consent Calendar Items. <br /> <br />RECESSED - $:0g P,g. <br /> <br />CITY COUNCIL MINUTES 232 AUGUST 6, 1990 <br /> <br /> <br />
