25.C. ELECTION ORDINANCE <br /> <br />Councilmember Norton su9gested several amendments to clarify the ballot <br />language for the November 6 election. By the unanimous informal consent <br />of the Council, actions regarding the election were deferred to follow <br />Public Comments to permit the City Attorney to prepare appropriate <br />language. (See Minutes page 245.) <br /> <br />90.A. PUBLIC COI~MENTS <br /> <br />Gerald Tirtilli, 825 E. Clemensen Avenue, protested the use of oil-coated <br />gravel on the jogging trail in Santiago Park, and presented to the Council <br />a petition signed by himself and other users of the trail. The Mayor <br />referred the matter to the City Manager for investigation and report to <br />Council in two weeks. FILE 915 <br /> <br />John Risk, Cable TV consultant, 409 Edgewood, expressed concern that the <br />award of the Cable TV consultant agreement to the second bidder was not in <br />the City's best interests. <br /> <br />Juan L. Borja, 2431 W. St. Andrews, introduced Manuel Venegas and Jose <br />Manuel Leon, from the Youth Division of the Tijuana Police Department who <br />presented Councilmember Norton with a plaque in recognition of his <br />contributions to Division Juvenil, Departamento de Policia, Tecate, Mexico. <br /> <br />Coween Dickerson, 2121 S. Salta, urged the Council to reconsider its <br />action concerning the award of the Cable TV consultant services contract, <br />and to allow the Cable Board to review the qualifications of the second <br />bidder. <br /> <br />Wayne Rash, a long time resident of Santa Ana, delivered the following <br />eulogy concerning William Baron, Assistant Clerk of the Council, who <br />passed away suddenly on July 30, 1990: <br /> <br />I didn't feel the evening should pass without an acknowledgement, <br />especially to the viewing public, of the loss of a very special <br />member of the City family. All of you know to whom I am <br />referring, and perhaps many in the audience do, from the news <br />accounts that appeared last week. I am referring to our <br />Assistant Clerk of the Council, Bill Baron. His loss, as all of <br />us know, was extremely unexpected and quite a shock. The man was <br />still of a relatively young age. <br /> <br />I think the qualities that most everyone will think about with <br />respect to Bill, and some of which I am sure were brought out <br />during the service that was held last week for him, were: a very <br />warm and engaging person, a wonderfully self-depreciating wit <br />about him, his references to being one of the "bureaurats," as he <br />would occasionally say. These were the kinds of things that put <br />him beyond just being another municipal government functionary <br />and, indeed, made him someone that everyone who got to know him <br />enjoyed and cherished. <br /> <br />CITY COUNCIL MINUTES 244 AUGUST 6, 1990 <br /> <br /> <br />
