MOBILE HOME PARK ZONING AND RELOCATION <br /> <br />Presentation of staff report by: Cindy Nelson, Executive Director, <br />Community Development Agency <br /> <br />Marty Orth, President of Santa Ana Mobile Homeowners Association, 307 Duke <br />Lane, i-ntroduced Don Olmstead, 809-27 Olive Avenue, Vista, who spoke on <br />behalf of mobile homeowners. <br /> <br />Vickie Talley, Executive Director, Orange County Manufactured Housing <br />Educational Trust, P.O. Box 17666, Anaheim, spoke on behalf of owners of <br />mobile home parks. <br /> <br />MOTION: <br /> <br />Direct staff to work with the Housing Advisory Commission to <br />proceed with preparation of appropriate ordinances and/or <br />resolutions to address the mobile home park land use designation <br />issue. <br /> <br />MOTION: Norton SECOND: <br /> <br />MOTION FAILED FOR LACK OF SECOND. <br /> <br />MOTION: Direct staff to prepare a report addressing the following for <br /> Council's consideration in 60-90 days: <br /> <br />l) Current zoning designation and General Plan designation of <br /> each mobile home park in the City. <br />2) Full impact of Senate Bill 399. <br />3) Economic impact on mobile home park residents, owners, and <br /> City if a zoning/general plan designation and a relocation <br /> ordinance were adopted. <br />4) Substitution of a requirement mandating two public hearings <br /> in lieu of mobile home park zoning/General Plan designation. <br />5) Identification of mobile home parks in redevelopment project <br /> areas and relocation assistance provided to displaced tenants <br /> in the event of closure of a park. <br />6) Preparation of an issue paper regarding conversion of mobile <br /> home parks to other uses and including the environmental <br /> review process. <br />7) Research of "reasonable relocation costs" as already <br /> determined by the courts. <br />8) Existing mobile home park ordinances from other cities. <br /> <br />{Also see Minutes page 262.) <br /> <br />MOTION: Acosta SECOND: May <br /> <br />VOTE: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Acosta, May, McGuigan, Pulido, Young <br />Norton <br />Griset FILE 621 .lO <br /> <br />CITY COUNCIL MINUTES 260 AUGUST 20, 1990 <br /> <br /> <br />
