This is being submitted in response to your Request <br />for Proposal (RFP) and is based on I) the scope of work and description of tasks 2) individual <br />experience in managing similar project. <br /> <br />JDK Consulting is a WBE. I have been a consultant to cities and counties throughout Los Angeles, <br />Orange, San Diego and Ventura Counties for 26 years, administering a full range of residential and <br />commercial rehabilitation programs funded through Federal (CDBG, Rental Rehab, Section 8, <br />HOME) and State (CHFA, State Earthquake Rehabilitation Assistance (SERA) Grant Programs, <br />Redevelopment Agencies and the Federal Emergency Management Agency (FEMA), including <br />regulations in the formation and administration of property improvement programs. I have <br />considerable knowledge of the Uniform Building, Electrical, Mechanical and Plumbing Codes and <br />Loan Processing. <br /> <br />I provide housing rehabilitation services on a temporary or permanent basis which include applicant <br />intake, initial inspection of properties to determine code violations, as well as proposed work eligible <br />under the program guidelines, written work write-ups for individual properties for proposed work, <br />including highlighted code violations, cost estimates on a line item basis as well as a total amount, <br />pre-construction meetings with contractors and property owners, program inspections, final <br />inspections and Notices of Completions. <br /> <br />As I am sensitive to the City's urgent needs to implement programs and address backJogs, I would be <br />able to coordinate my time on an as needed basis. After the work flow has been established and the <br />backlog is maintained, I will adjust my hours to meet the City's needs. <br /> <br />My rate is based on an hourly rate of $65.00 per hour. <br /> <br />t,XH\6\1 ~ <br />
