<br />Sent By: GC ENVIRONMENTAL RING; <br /> <br />714 632 9968; <br /> <br />Dec.5.02 11 :34; <br /> <br />Page 4 <br /> <br />1.0 DESCRIPTION OF PROPOSED SERVICES AND TIME REQUIRED TO <br />PERFORM THE SERVICES <br /> <br />In response io the Community Redevelopment Agency of the City of Santa Ana's [herein <br />referred to as the City] request for professional environmental services, GCE proposes to perform <br />the following scope of work for properties acquired or to be acquired by the City: <br /> <br />. phase I Site Environmental Site Assessment (Phase I ESA)-Vacant residential lots-no <br />uriusual condi lions <br />. P~ase I ESA-Single family residential properties-no unusual conditions <br />. Pliase I ESA"Multi.family residential properties-no unusual conditions <br />. Asbestos and Lead Materials Sampling, Testing and Analyses-Single family residential <br />properties (Lead sampling, testing and analyses shall comply with HUD guidelines,) <br />. Asbestos and Lead Materials Sampling, Testing and Analyses-Multi-family residential <br />properties (Lead sampling. testing and analyses shall comply with HUD guidelines,) <br /> <br />GCE's scope of work for Phase I ESA, will be completed in general accordance with the ASTM <br />1527-2000 ESA standard. Should preliminary results of Phase 1 ESA indicate areas of <br />environmental concerns at any of these properties, , GCE will communicate the results and our <br />recommendations to the City for additional work. GeE's proposed scope of work and cost for the <br />Phase I ESA are presented in this proposal. <br /> <br />Lead and asbestos sampling and testing will be performed by AHERA.certified staff and shaH <br />comply with: HUD guidelines. A brief description of the lead and asbestos sampling and testing <br />cost is provided in this proposal. <br /> <br />We understahd that soil sampling and testing may by required as a part of this proposal. A detailed <br />scope of work and cost for soil sampling and testing can not be provided in this proposal because of <br />unknown conditions of the properties at this time. However, if warranted by site condition based <br />on the Phas6 I ESA, GeE will communicate the results and our recommendations to the City for <br />additional wOrk based on the suspected presence and nature of hazardous materials at the site, and <br />will provide the City with a scope of work and cost for approval. <br /> <br />The following sections provide brief descriptions of scope of works for Phase I ESA and asbestos <br />and lead sampling and analysis. <br /> <br />J.1 PhaJe I Site Assessment <br /> <br />Task J.O Regulatory Agency Records Review <br /> <br />We will review standard published lists of state and federal regulatory agency investigations <br />andlor enforcement actions for the site and the surrounding area within tbe ASTM minimum <br />search dista!lccs of the site. <br /> <br />The lists fot tbe properties within one mile radius of the site include: <br /> <br />1 <br />f;\(hervalOPROPaS[.ICily of Sanla Ana\02P.12~~J J:l\vironcmnlal Servic:csl.do<: <br />
