TELEPHONE MEDIATION is provided to owners, managers and residents in regard to: <br /> <br />Rules and Regulations <br />Termination of Tenancy <br />NeighborlNeighbor Conflicts <br />Discrimination <br /> <br />Maintenance <br />Management Problems <br />Fees and Charges <br />HRAlHEAP Filing Problems <br /> <br />2. IN-PARK SERVICES includes scheduled visits to mobile home parks (usually two per month) <br />where staff assist resident in filing for the Homeowner/Renter Assistance (HRA) refund, home <br />Energy Assistance Program (HEAP) utility expense refund, and CARE (California Alternate <br />Rates for Energy) and medical discounts which give a 10-20 % savings on gas and electric bills. <br /> <br />HEAP 7/1100 to 12/31/01 (for yr. 2001) 76 households $10,400.00 (estimate)** <br />HRA 7/1100 to 6/30/01 214 households $79,672.00 (actual)* <br />HRA 7/1/01 to 12/31101 109 households $25,654.49 (actual)* <br /> <br />* (The HRA program uses tables that state the refund based on total household income. <br />The State of California gave 150% above the table amounts in yr. 2000, whereas the <br />refunds for yr. 2001 are 45% above the table amounts, thus explaining the unusually <br />large benefit to claimants in yr. 2000) <br />** (HEAP benefits are based on many factors, andfollow-up calls to applicants do not <br />always give a clear picture of the benefits received) <br /> <br />Staff to also provide Problem-Solving meetings in which there are open discussions regarding <br />residents' concerns. <br /> <br />. <br /> <br />Staff are also prepared to present Emergency Preparedness Workshops. <br /> <br />3. <br /> <br />FORMAL (F ACE- TO-FACE) MEDIA nON regarding Park problems and issues affecting <br />the majority of homeowners will be addressed with elected or appointed representation of both <br />home and park ownership. <br /> <br />A successful mediation will result in both parties (homeowners and park owners) signing a formal <br />agreement. <br /> <br />The formal mediation process may take from four (4) to eight (8) hours with three hours for <br />preparation and paperwork. This service is costed out on a per case basis at $500 for a four-hour <br />session. <br /> <br />. r~..j1~\.,}. ~ <br />
