MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />DECEMBER 17, 1990 <br /> <br />The meeting was called to order at 4:17 p.m. in Room 147, Council Chambers, <br />22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Daniel E. Griset, Patricia A. McGuigan, Miguel A. Pulido, and <br />Robert L. Richardson. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Rick Norton was absent. <br /> <br />COUNCIL STUDY SESSION <br />WATER CONSERVATION <br /> <br />John Garthe, Santa Ana representative to the Metropolitan Water District, <br />Jim Ross, Executive Director, Public Works Agency, and Lee Harry, Water <br />Resources Manager, provided the Councilmembers with an update relative to <br />the impacts of the extended California drought on the City's water <br />supply. Garthe reported that State reservoirs were low, and indicated <br />Metropolitan Water District customers would be required to cut consumption <br />by 10% or be penalized for overuse effective February l, 1991. Harry <br />explained this action was the second step in a three-part program to <br />conserve water -- the first step being voluntary conservation; the second, <br />mandatory conservation; and the third, water rationing if weather <br />conditions did not improve to increase the water supply. <br /> <br />Garthe and staff responded to Councilmembers' questions regarding water <br />use and water conservation measures. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Councilmembers discussed concerns with regard to Consent Calendar items. <br /> <br />RECESSED - 4:38 P.M. <br /> <br />RECONVENED - COUNCIL CHAMBERS - 4:44 P.M. - Same Councilmembers present. <br /> <br />SPECIAL PRESENTATION <br /> <br />Recognition for her designation as <br />Secretary of the Year awarded by the <br />Orange Empire Chapter of Professional <br />Secretaries International presented by <br />Mayor Young to Sheila Lewellen, <br />Secretary to the City Manager. <br /> <br />CITY COUNCIL MINUTES 365 DECEMBER 17, 1990 <br /> <br /> <br />
