Authorize the City Manager, Chief of Police, and the Clerk of the <br />Council to execute an agreement with the County of Orange, Sheriff's <br />Department to transfer funds for the 2005 Edward Byrne Memorial <br />Justice Assistance Grant Program. <br /> <br />2. Authorize the City Manager, Chief of Police and the Clerk of the <br />Council to execute a memorandum of understanding with the County of <br />Orange, Sheriff's Department to submit a joint application for the <br />2006 Edward Byrne Memorial Justice Assistance Grant. <br /> <br />DISCUSSION <br /> <br />In April 2005, City Council approved to execute an agreement with the <br />County of Orange, Sheriff's Department to submit a joint application for <br />the 2005 Edward Byrne Memorial Justice Assistance Grant (JAG) program. The <br />JAG program is a combination of the previous Local Law Enforcement Block <br />Grants (LLEBG) and the Edward Byrne Memorial Formula Grants by the federal <br />Department of Justice, Office of Justice Programs. <br /> <br />The City agreed to contribute a portion of the 2005 JAG award to fund <br />PROACT, the Orange County Pro-Active Methamphetamine Laboratory <br />Investigative Team. The agreement to transfer funds for the 2005 JAG <br />program is necessary for the City to seek reimbursement for the remainder <br />of our allocated funds. <br /> <br />The Orange County units of local government involved in the 2006 JAG <br />program grant application have agreed that the County of Orange, Sheriff's <br />Department, will submit the joint application for this program, as required <br />by federal guidelines. Of the $122,778 tentatively allocated for Santa <br />Ana, the entire funding amount will be designated to supplement the <br />County's PROACT program. <br /> <br />258-1 <br />
