MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />FEBRUARY 19, 1991 <br /> <br />The meeting was called to order at 4:31 p.m. in Room 147, Council Chambers, <br />22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Patricia A. McGuigan, Rick Norton, Miguel A. Pulido, and <br />Robert L. Richardson. Also present were City Manager David N. Ream, City <br />Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. <br /> <br />Councilmember Daniel E. Griset joined the meeting at 4:44 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />FIRE FACILITIES DISTRICT <br /> <br />Deputy Fire Chief Jim Montgomery reviewed the procedures to form a <br />Community Facilities District which would provide for additional fire <br />protection services and facilities. He indicated the District would be <br />comprised of properties with structures on them over two stories in height, <br />which would be assessed at a maximum tax rate of sixteen cents per square <br />foot with the tax phased in over a four-year period. He noted <br />approximately $10.1 million dollars in long-term funding would be needed to <br />rehabilitate existing fire facilities to accommodate fi re equipment used to <br />provide service to high-rise buildings. Montgomery responded to <br />Councilmembers' questions regarding the proposed Community Facilities <br />District. <br /> <br />CONSENT CALENDAR REVIEW <br /> <br />Mayor Pro Tem Pulido requested that the Council continue for 30 days Item <br />25.B, an ordinance proposed to regulate pushcart and pedestrian vending. <br /> <br />Mayor Young expressed concerns regarding Item 35.A, a resolution supporting <br />a sales-tax increase for jail facilities; and requested Councilmembers <br />continue that item for two weeks to allow for additional discussion on l) <br />the inclusion of operating costs as a sales tax expenditure, 2) the legal <br />basis for the creation of an operating authority prior to approval of the <br />sales-tax increase, and 3) the jail-booking fees the County Board of <br />Supervisors approved for implementation on July l, 1991. <br /> <br />RECESSED - $:18 P.M, <br /> <br />R£CONVENED - 5:30 P.M. - All Councilmembers present. <br /> <br />CITY COUNCIL MINUTES 47 FEBRUARY 19, 1991 <br /> <br /> <br />
