MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCXL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MARCH 18, lggl <br /> <br />The meeting was called to order at 4:30 p.m. in Room 147, Council Chambers, <br />22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were <br />John Acosta, Patricia A. McGuigan, Miguel A. Pulido, and Robert L. <br />Richardson. Also present were City Manager David N. Ream, City Attorney <br />Edward J. Cooper and Assistant Clerk of the Council William Z. Navaja. <br /> <br />Councilmembers Rick Norton and Daniel E. Griset joined the meeting at <br />4:50 p.m. and 4:53 p.m., respectively. <br /> <br />Clerk of the Council Janice C. Guy joined the meeting at 4:50 p.m. <br /> <br />COUNCIL STUDY SESSION <br /> <br />COMMUTER RAIL <br /> <br />Brian Pearson of the Rail Program Office of the Orange County <br />Transportation Commission (OCTC) briefed the City Council on the OCTC <br />Countywide Rail Study conducted by Parsons, Brinckerhoff, Quade and <br />Douglas, Inc. Pearson discussed the following commuter rail issues: <br />carrying capacity, technology, cost effectiveness, land use impacts, <br />commuter rail types, and alternative routes wi thin the County. <br /> <br />CENTRAL ORANGE COUNTY FIXED GUIDEWAY PROJECT <br /> <br />Brian Pearson explained that "Alternative 3: Rail Core" of the OCTC <br />Countywide Rail Study proposed a twenty-three mile rail system to serve <br />major job centers in the six cities of Santa Aha, Anaheim, Irvine, <br />Fullerton, Costa Mesa and Orange. He indicated each City had been <br />requested to approve the formation of a Joint Powers Authority which would <br />oversee development of the rail system and to select representatives to <br />that Authority. {See Minutes page 79.) <br /> <br />ACQUISITION OF REAL PROPERTY - FALLBROOK DRIVE <br /> <br />Community Development Agency Executive Director Cindy Nelson informed the <br />Council that the City had negotiated a settlement with Cal-Trans regarding <br />the cost of acquiring property along the northeasterly side of Fallbrook <br />Drive, and that the City's cost for the property would be $730,500.00. <br />(See Minutes page 79.) <br /> <br />PERMIT PAPJCING <br /> <br />Public Works Agency Executive Director Jim Ross indicated the problem of <br />over-flow parking in residential areas was being addressed through Permit <br />Parking Districts established on request from neighborhood associations. <br />He noted the current request for a permit parking district from the <br />Mid-City West neighborhood would provide permit parking on Dahl and Spruce <br />Streets only, but that additional streets would be added as residents <br />applied for such designation. <br /> <br />CITY COUNCIL MINUTES <br /> <br />72 MARCH 18, 1991 <br /> <br /> <br />
