<br />\... <br /> <br />SANTA ANA CITY COUNCIL COMMITTEE <br />PUBLIC SAFETY <br />Minutes of Meeting <br />February 18, 2003 <br /> <br />CALL TO ORDER <br />The meeting was convened at 4:40 p.m. in the Police Department 4th Floor <br />Conference Room, 60 Civic Center Plaza, Santa Ana, California. <br /> <br />ATTENDANCE <br />Council members present were: Mayor Pro Tem Brett Franklin (5:10 PM), <br />Councilmembers Alberta Christy, Jose Solorio, Claudia Alvarez (Absent). <br /> <br />Staft present were: City Manager Dave Ream; Assistant City Manager Debra <br />Kurita, City Attorney Joe Fletcher, Assistant City Attorney Paula Coleman; Police <br />Chief Paul Walters; Fire Chief Marc Martin; Deputy City Manager Cindy Nelson; <br />PRCS Executive Director Rip Ribble; Police Captain George Saadeh; Planning <br />Manager Joseph Edwards; Police Lieutenants Phil Archer; Collie Provence; <br />PCSS Mike McCoy; PIS Yolanda Pena. <br /> <br />SUMMARY OF DISCUSSIONS <br /> <br />\,... <br /> <br />1. <br /> <br />APPROVAL OF MINUTES <br /> <br />The Minutes of the September 16, 2002 meeting were approved. <br /> <br />2. ABC LICENSES AND POTENTIAL MODIFICATIONS <br /> <br />PIS Yolanda Pena reviewed the current process for application and <br />issuance of Alcoholic Beverage Control licenses. <br /> <br />Cindy Nelson and Joe Fletcher reviewed considerations to changes that <br />could be made to the current Ordinance regarding the purchase of any <br />new licenses and any modifications to the CUP process. After questions <br />and discussion, the matter was tabled at this time. The BP Products <br />request for a Conditional Use Permit will be reconsidered by the City <br />Council as planned in May, with the staft.recommendation remaining as <br />"deny." <br /> <br />3. <br /> <br />DISCUSSION TO AMEND ORD. 31-41 TO BAN BICYCLES AND <br />MOTORSCOOTERS FROM THE PLAZA OF THE FLAGS AREA <br /> <br />"'" <br /> <br />Lieutenant Archer reviewed the issue of bicycling and motorized scooters <br />in the Plaza of the Flags area and the damage and potential liability this <br />activity is causing.
