MINUTES OF THE SPECIAL MEETING <br />OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA, CALIFORNIA <br /> <br />MAY 2, lg91 <br /> <br />The meeting was called to order at 6:23 p.m. in Room 831, City Hall, <br />20 Civic Center Plaza by Mayor Dan Young. Councilmembers present were <br />John Acosta, Daniel E. Griset, Patricia A. McGuigan, Miguel A. Pulido and <br />Robert L. Richardson. Also present were City Manager David N. Ream, <br />Senior Deputy City Attorney Robert J. Wheeler and Clerk of the Council <br />Janice C. Guy. <br /> <br />Councilmember Rick Norton was absent. <br /> <br />COUNCIL STUDY SESSION <br /> <br />~on~l Term Planning for the City <br /> <br />The City Manager explained the purpose of the Special Meeting was to <br />solicit input from Councilmembers with respect to preparing a 25-30 year <br />public facilities plan for the City. He indicated staff was currently <br />investigating creation of a Citywide redevelopment project area as a <br />funding mechanism for facilities. He noted additionally that the plan <br />would be formulated in conjunction wi th the boards of the City's school <br />districts and college district and that a joint planning meeting was <br />scheduled for June. <br /> <br />Councilmember discussion addressed the following issues and concerns: <br /> <br />- Provision of more and better public facilities <br /> <br />Involvement of the City's various neighborhood associations <br />in long-term City planning <br /> <br />~ Amenities for young families <br /> <br />Usage of schools "after hours" <br /> <br />Combined City and School District facilities on one site <br /> <br />Decreasing community and public asset base <br /> <br />Need for a common approach to budgets in view of shrinking <br />resources at the local government level <br /> <br />Possible realignment of school district boundaries <br /> <br />Increasing immigration, particularly Hispanic and Asian, into <br />Santa Ana; challenges of assimilation <br /> <br />CITY COUNCIL MINUTES ll8 MAY 2, 1991 <br /> <br /> <br />
