POLlCYIISSUES ON OPERATION OF THE DAN YOUNG YOUTH SOCCER <br />FIELD <br />Staff presented the Dan Young Youth Soccer Field construction schedule and the <br />Groundbreaking event that will be held on June 5, 2004, at 11 :00 am. <br /> <br />Community Development Block Grant funding was part of the funding used to develop the <br />youth field. As part of the funding requirement, rosters were collected from 8 leagues of the <br />Santa Ana Youth Soccer United (SA YSU) on March 11 tho The information collected <br />indicated there are currently 3,235 youth soccer players, instead of the 15,000 youth players <br />originally reported by the leagues. A map ofthe player's location was presented to the <br />committee. The CDBG funding requirement also indicates any revenues generated as a result <br />of the project must be identified in a special account and returned to CDBG or used back into <br />the project site. <br /> <br />"" <br /> <br />Staff presented the proposed Youth Field Usage Fee that is proposed in the FY 2004/05 City <br />Budget. Currently, field usage by youth groups is free to the organization. The new fee will <br />assess a minimum reservation fee to youth sports organizations for field usage. The fees are <br />structured at a different rate for fields with and without lights and for residents and non- <br />residents. The proposed fees are among the lowest in Orange County and will help the City <br />recover some of the costs of scheduling, maintaining and improving the sports fields in our <br />park system. Upon approval by City Council, the fee would begin on September I, 2004 to <br />accommodate the league season. <br />ACTION ITEM: <br />. Prepare process and notify the youth sports organization by July, prior to the <br />implementation on September 1, 2004 of the proposed fee. <br /> <br />4. STADIUM PROGRAMMING UPDATE <br /> <br />Staff presented the 2003 Santa Ana Stadium Usage schedule. The schedule identified the <br />various events held at the Stadium from soccer, football, graduation, car shows, City events, <br />and other usage. The committee requested information on Golden Boy Promotions, if the <br />organization will be having another event at the stadium next year. Staff reported Golden <br />Boy Promotions has a number of events at other locations in the country and are currently <br />booked, therefore will not be scheduling an event next year at the stadium. <br /> <br />5. PUBLIC COMMENTS <br />.
