HINUTES OF THE ADJOURNED REGULAR ~EETING <br />OF THE CITY COUNCIL OF THE C~TY OF <br />SANTA~NA, CALIFORNIA <br /> <br />JUNE 5, 1991 <br /> <br />The meeting was called to order at 6:48 p.m. in the Regional <br />Transportation Center, 1000 E. Santa Ana Boulevard, by Mayor Dan <br />Young. Councilmembers present were John Acosta, Patricia A. <br />McGuigan, and Miguel A. Pulido. Also present were city Manager <br />David N. Ream, City Attorney Edward J. Cooper and Clerk of the <br />Council Janice C. Guy. <br /> <br />Councilmembers Robert L. Richardson and Daniel E. Griset joined <br />the meeting at 6:51 p.m. and 6:52 p.m., respectively. <br /> <br />Councilmember Rick Norton was absent. <br /> <br />Also present were elected officials and staff from the Santa Ana <br />Unified School District, Garden Grove Unified School District, <br />and Rancho Santiago Community College School District, as well as <br />members of the public and press. <br /> <br />The Mayor welcomed all present to the meeting. <br /> <br />Following self-introductions by the elected officials, the Mayor <br />noted the purpose of the meeting was to initiate a cooperative <br />effort for to improve the educational institutions within the <br />City of Santa Ana. He observed the involvement of the collective <br />leadership of the City's educational and municipal elected <br />officials in a common project, the development of a long-range <br />Educational Facilities Improvement Plan, was of such significance <br />as to attract national attention. <br /> <br />The City Manager amplified the Mayor's statements, indicating the <br />City would undertake a citywide redevelopment effort in concert <br />with the Districts to finance the 30-year plan for educational <br />facilities. <br /> <br />cindy Nelson, Executive Director of Community Development Agency, <br />presented an overview of the redevelopment process, noting its <br />effectiveness as a financial tool to improve the physical, <br />economic, and social well-being of a community. She reviewed the <br />major components of the proposed Educational Facilities <br />Improvement Plan, and indicated the Plan would require <br />approximately 24 months to develop. Nelson stated that all <br />property in the Plan would be exempted from eminent domain <br />proceedings. <br /> <br />Bob Hoffman, Redevelopment and Real Estate Manager, showed slides <br />depicting current conditions at several of the City's school <br />sites, noting in particular the large number of modular units and <br />vacant sites for which no school construction money was <br /> <br />CITY COUNCIL MINUTES 161 JUNE 5, 1991 <br /> <br /> <br />
