<br />'-' <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Adjourned Meeting Minutes <br />September 28, 2004 <br /> <br />CALL TO ORDER <br /> <br />The meeting convened at 5:34 p.m. in Room 831 of City Hall. <br /> <br />ATTENDANCE <br /> <br />The following Councilmembers were present: Lisa Bist and Alberta Christy <br /> <br />Staff present were: Dave Ream, City Manager; Jim Ross, Executive Director/Public Works <br />Agency; Kenneth Adams, Assistant Director/Planning and Building Agency; Ben Kaufman, <br />Chief Assistant City Attorney; Bruce Dunams, Community Preservation Manager; Manuel <br />Gomez, Transportation Manager; Teri Cable, Administrative Services Manager; and Mary <br />Gonzales, Projects Manager. <br /> <br />AGENDA ITEMS <br /> <br />1. APPROVAL OF MINUTES - Approved by a vote of 2:0 <br />A. April 27, 2004 Regular Meeting <br />B. May 25, 2004 Special Meeting <br />C. June 22, 2004 Meeting Cancelled <br />D. August 24, 2004 Meeting Cancelled <br /> <br />'--' <br /> <br />2. <br /> <br />BANNERS ALONG HUTTON CENTRE <br /> <br />Staff presentation by Mary Gonzales and Teri Cable intended to receive Committee <br />support to permit the installation of banners on public light standards along the public <br />right of way in the Hutton Centre area. Staff brought the issue to the Committee since <br />current public policy was to only permit non-profit charitable organizations the right to <br />place banners on public light standards. <br /> <br />Ms. Jody Coats and Ms. Jami Small representing CB Richard Ellis and Hutton Centre <br />Business association provided a package of material identifying the banners requested <br />by the group. <br /> <br />Mr. Kaufman asked the Committee to allow him to determine if it were legally <br />appropriate to respond in this forum. He also asked if the association would consider <br />installing stanchions on private property thereby making the issue a land use matter <br />which would be referred to the Planning Commission. <br /> <br />The item was continued to the next meeting. <br />CODE ENFORCEMENT STAFFING <br /> <br />3. <br /> <br />'- <br /> <br />Bruce Dunams presented an overview of the adjustments to code enforcement staffing <br />made since the fiscal year budget adjustments and retirements that recently occurred in <br />the community preservation division. He explained in detailed how the workload has <br />been redistributed over the existing staffing with emphasis on maintaining priority within <br />the neighborhoods and the proactive code enforcement efforts. <br />
