<br />'"'" <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />June 28, 2005 <br /> <br />CALL TO ORDER <br /> <br />The meeting was called to order at 5:40 p.m. in Conference Room 1602, City Hall Ross Annex. <br /> <br />ATTENDANCE <br /> <br />The following Councilmembers were present: Lisa Bist, Alberta Christy, Carlos Bustamante <br /> <br />Staff present were: Stephen Harding, Deputy City Manager for Development Services; Jay <br />Trevino, Executive Director/Planning and Building Agency; Ben Kaufman, Chief Assistant City <br />Attorney; Bruce Dunams, Community Preservation Manager; and Estella Rodarte, Senior <br />Community Preservation Inspector. <br /> <br />AGENDA ITEMS <br /> <br />1. APPROVAL OF MINUTES - MAY 24,2005 MEETING <br /> <br />Approved by a vote of 3:0 <br /> <br />2. <br /> <br />DEPUTY COUNTY HEALTH INSPECTION PROGRAM UPDATE <br /> <br />'-' <br /> <br />The committee briefly discussed the County's program. Additional review of the <br />County's program is necessary. Dialogue to continue on the feasibility of the program. <br /> <br />3. <br /> <br />MOBILE VENDING TRUCK ORDINANCE DISCUSSION <br /> <br />Bruce Dunams presented an overview of the proposed Phase II ordinance. The <br />presentation involved discussion of the following: time limits, revocation and program <br />costs. <br /> <br />The committee requested staff to explore the feasibility of implementing a Global <br />Positioning System (GPS) tracking system with all associated costs and to present <br />results at the July meeting. <br /> <br />4. GARAGE PRE-SALE INSPECTION PROGRAM <br /> <br />Bruce Dunams presented an overview of the process flow and staffing needs. Staff was <br />directed to prepare a timeline for notification to the affected parties in the anticipation of <br />a pre-sale program. <br /> <br />5. <br /> <br />SHOPPING CART ORDINANCE DISCUSSION <br /> <br />'- <br /> <br />Ben Kaufman presented an overview on shopping carts. Mr. Kaufman shared <br />information on shopping cart programs from the cities of Pasadena, Glendale and Buena <br />Park. Discussion followed on the costs involved for shopping cart retrieval and how the <br />cities work in conjunction with the California Grocers Association. <br />
